Location: Hybrid (Oregon-based; Eugene area preferred)

Union Status: This is a non-bargaining unit position and is not represented by the union.

Salary Range: $75,000–$80,000 annually

 

About Beyond Toxics

Beyond Toxics is a statewide environmental justice nonprofit dedicated to fostering a community-driven movement for clean air, safe water, and healthy, resilient communities. Committed to principles of equity, collaboration, and centering frontline communities in environmental policy, we operate statewide to hold polluters accountable, promote innovative climate justice initiatives, enhance public health protections, and support communities most impacted by environmental challenges.

We are a dedicated team of 11 staff members in the process of negotiating  a progressive union contract, working within a dynamic, values-based environment. We emphasize an organizational culture founded on principles of continuous learning, transparency, compassion, and accountability.

Position Overview

The Program Director provides strategic leadership, operational management, and hands-on oversight of Beyond Toxics’ environmental justice programmatic portfolio. Reporting to the Executive Director, the Program Director oversees a team of 5 program staff and serves as a key member of the organization's leadership team. 

The ideal candidate brings a deep experience in environmental justice, policy and advocacy, lobbying, community organizing, or related fields; a track record of effective staff supervision; and the ability to manage complex, multi-funder programs while maintaining strong external relationships and coalition representation.

Responsibilities

Core Responsibilities

  • Provide strategic oversight of the Beyond Toxic’s full program portfolio including a strong policy and advocacy presence at the local and state levels.

  • Lead programmatic planning, implementation, and evaluation processes; ensures programs are meeting grant deliverables and organizational goals.

  • Create and track program budgets in coordination with the Executive Director, contribute to grant reporting and funding proposals.

  • Work proactively with HR, Communications, and Development teams to ensure timely planning and effective communication across departments.

  • Identify opportunities to strengthen program impact and proactively integrate feedback into program design.

 

Staff Supervision & Development

  • Directly supervises 5 program staff including community organizers, policy/program coordinators and technical roles

  • Provide regular supervision, goal-setting, performance feedback, and professional development support in a unionized work environment.

  • Foster a team culture of support, accountability, collaboration, and work-life balance.

  • Collaborate with the Executive Director and HR Manager on hiring, onboarding, and personnel matters.

 

Coalition & External Relations 

  • Represent Beyond Toxics in coalitions, partnerships, stakeholder groups, and with the state legislature and rulemaking advisory committees.

  • Build and maintain strong relationships with community partners, government agencies, funders, partner organizations and stakeholders.

  • Serve as an organizational spokesperson in community and public settings as needed.

 

Organizational Leadership

  • Lead recruitment processes, including job postings, screening candidates, and interviews.

  • Develop equitable hiring practices and recruitment pipelines.

  • Manage onboarding and offboarding processes, including orientation, paperwork, and exit interviews.

Required Qualifications

  • Bachelor’s Degree in environmental studies, public policy, public health, social sciences or related field or equivalent experience.

  • Minimum of 5+ years of experience in nonprofit program management preferably in environmental justice, advocacy, community organizing, or related field.

  • Experience supervising and overseeing teams or projects effectively.

  • Strong project management skills with a demonstrated ability to manage multiple priorities and meet deadlines.

  • Experience managing grant and donor-funded programs.

  • Coalition or multi-organizational partnership experience.

  • Excellent written and verbal communication skills.

  • Comfortable presenting to diverse audiences and skilled at navigating complex or challenging conversations.

  • Demonstrated commitment and experience working with and behalf of lower income, BIPOC, and frontline communities most impacted by climate change and environmental harms.

  • Strong commitment to environmental justice values and Beyond Toxic’s mission.

Preferred Qualifications

  • Master’s Degree in environmental studies, public policy, public health, social sciences, or a related field or equivalent experience.

  • Familiarity with Beyond Toxics’ current programmatic areas or related work

  • Experience working in a unionized work environment

  • Local and state policy and advocacy expertise

  • Bilingual English/Spanish

Supervisory Responsibilities

The Program Director currently supervises five Bargaining Unit employees, three full-time, two part-time:

  • Environmental and Justice Liaison

  • Environmental Justice Organizer

  • Ecosystems and Communities Project Manager

  • Youth Education Coordinator

  • GIS Analyst and Programs Coordinator

Physical Requirements

  • Prolonged periods sitting at a desk and working on a computer.

  • Must be able to lift up to 35 pounds on occasion.

Required Travel

Occasional travel (less than 20%) may be required for trainings or meetings.

Benefits

Beyond Toxics offers a comprehensive and competitive benefits package. The organization provides five employer-sponsored medical plans, including vision coverage, through Regence Blue Cross/Blue Shield. Dental insurance is also available through Regence Blue Cross/Blue Shield. Employees are eligible for health benefits beginning the first of the month following their hire date. A SIMPLE IRA plan with a 3% employer match, which is fully vested, is also available.

New employees receive 112 hours of paid time off during their first year, prorated based on their hire date, along with 13 paid holidays and 10 Summer Fridays.

Additional Eligibility Requirements

Employment is contingent upon the successful completion of a comprehensive background check, which may include criminal history, education verification, motor vehicle history and employment verification including professional references.
